I have been out of work since 02/08/21. I wanted to move from a FT position to PT due to childcare issues. I immediately applied. After nearly a month, I was disqualified due to childcare. The representative I spoke with, said because I don't have childcare, I don't qualify. Ok fine. I am currently appealing the decision. The very next day, I tried to apply for PUA because PUA covers childcare and school closure. The representative I spoke with, disqualified me for PUA as well. I called EDD and asked if they can submit an application on my behalf. According to the representative, because the representative disqualified me for regular UI, she also disqualified me for PUA. Even though I would qualify for PUA. Can somebody please give me advice? I have 2 kids, bills, rent, car note, etc...

Childcare is a tricky topic -- it's based on whether or not they believe you had done all you can to get childcare in order for that reason to be "good cause". In other words. they need to know you had tried everything and there was absolutely no way you could get child care and you were the only care taker that could take care of them. Here is a good article i found:
http://astanehelaw.com/2020/06/11/california-unemployment-benefits-cant-work-due-to-coronavirus-covid-19-childcare-commitments/ It's unlucky that you had reps who just straight up disqualified you. :( the only other way is to appeal it now. And to clarify I don't think the idea of "PUA covers childcare" is correct. If you were on regular UI or PUA it applies the same that EDD needs to find that you had good enough cause to have not been able and available to work.
