In 2019, I worked in AZ as a W2 worker, and moved to CA in June (2019) and worked as a 1099 worker (earned similar amounts to W2 work). I have tried applying several times and have spent days trying to speak to someone at EDD, with no luck. Finally, I received a letter from CA EDD stating that I should apply for an UI claim through Arizona. Their benefit amount is much lower, and the cost of living is significantly higher in CA. I am hesitant to apply in Arizona since this may disqualify my chances of getting the higher benefit amount in CA. What is AZ denies my claim too? What are my options? Has anyone had any success with this type of situation?

Since you have wages from AZ it's correct that you need to apply there. If AZ denies your claim then you can apply to CA for PUA.
The reason I say it in that order is because you technically cannot qualify for PUA (1099 unemployment claim) if you qualify for a claim with W2 wages. It seems you do qualify for W2 claim via AZ wages... so until you are denied, you cannot apply for CA PUA. If you do get denied, only then can you apply for CA PUA.
I also want to note that currently, the PUA only exists up until September 4, 2021 unless they sign a new stimulus extension.
