You're welcome, Chris. I wrote this long reply to you but it disappeared so I'm giving you the condensed version, although it's still lengthy. The following is a link to the various Federal benefits that were created by Congress and the current and former President for unemployment benefits (that were not available before COVID) that provides the description of the benefit, the name of the legislation it falls under, the dates it went into effect as well as the range of weeks each cover, and how one qualifies for it. The reason why these dates are important is because they'll let you know when your UI claim should restart. If you still had a balance on your original claim, that was temporarily halted because you went on SDI, it should restart from that point. All retroactively. Once you get the payout on that claim, you'll probably be placed on PEUC, providing that you have no extensions to use (I don't think the Calif Training Benefit Extension is available now because of the requirements it entailed and that's what I was on), and depending on what date the original claim money went to zero that's the extension date that you should be started on, all retroactively. An example would be your claim was in 2020 you stated. So if your original UI claim had a balance of $1,000 that was leftover when it was halted because you went on SDI, and say that date was Sept 09, 2020, and you got SDI until November 13, 2020, they should restart your payments beginning with the date Nov 14, 2020. How long that lasts will depend on how much you were paid out each week. So if you got $250 per week, which would be $500 every 2 weeks, your original claim would end or rather hit a zero balance 4-weeks from Nov 14, 2020. I can't do the math right now but that should take you into December 2020. This will place you in the first extension that covers the dates beginning March 29, 2020, and ended on Dec 26, 2020. Even though it's for 13-weeks you won't receive payments for the full 13-weeks because the end date was 12/26/2020. It gets a little complicated because before you qualify for the PEUC all other extensions must be used. So you might qualify for a different extension or in this example you would qualify for both. However, you won't get both, but according to the EDD website they will pay you based on the greater amount of the two. I wouldn't hold my breath though. To simplify things lets just say you get the PEUC first extension: but because it ended on 12/26/20 you won't get the full 13-weeks, but you'll be placed in the second extension that covers the dates between 12/27/20 - 03/13/21 . It's now July, so you'll tap out that second extension that may or may not get you to the third extension date which starts March 14, 2021 - Sept 04, 2021, but then you'll be placed on the third and final PEUC extension and you'll certify for all the previous weeks until you become current with today's date. And this 3rd extension will continue until 09/04/21. That's why knowing these dates listed in the following link and which extension you fall into is very important. Likewise, for all the retro active payments, you will also receive the extra $600 per week on the first extension, and the additional $300 per week for the second and third extensions. Although those amounts will not show up as part of your claim total that you will see on your UI homepage, they will be added to your direct deposit or check. BTW, the additional money called FPUC aka in CALIF PAC (Pandemic Additional Compensation) is taxable at the end of the year. In fact, trying to find any information on the EDD website was near impossible, as was trying to get a hold of a live person. This is why sites like "Unemployment Gurus" popped up. Now I see things are laid out in an orderly fashion on EDD's website and people should find no issue having questions answered. In my case, I'm going to try and make this short: I was on the Calif Training Benefit Extension (CTB) because I started at a trade school, which was approved beforehand. That extended my original claim to March 18, 2020, which is when the pandemic happened. I was in cosmetology school and we were ordered to shut down on March 12, 2020, for 2-weeks, which then got extended to one month and so on until a year went by. But my school got approval for online learning, but you can't learn a skill like cosmetology through a computer screen, and I was 300 hours away from graduating. I had a feeling that the lockdown was going to last for awhile and that would mean that I would finish the program from Zoom classes. I was not going to let that happen so I took a leave of absence, which lasted for 180 days. Meanwhile my UI stopped and no information came from EDD. It was by a fluke that I learned about PEUC, I first learned about PUA from the news which is what I applied for. And that was wrong. Anyway, everything was supposed to be automatic, this is after I learned that I was not supposed to apply for PUA, but the other option was never discussed so I, like many others, didn't have a clue. But the EDD said if you applied for PUA they would invalidate that claim and put you on PEUC automatically and you didn't have to do anything. All this information I had to hunt for on their website. They never informed me about the PEUC either by phone, email, text, or UI inbox. I finally got a message in my inbox the first week of August that said I might be qualified for the PEUC extension and then about 2-weeks later I get a text message to go to my UI account.. This was nearly five months after my last payment. I wish I could say that was the extent of my drama, but no. That 13-weeks of the first extension didn't last for the full 13-weeks and only got me to the first week of June and my amount hit zero. There were no other extensions that I could see that I qualified for, although I thought I would get the FED ED extension, but I didn't qualify. So from August 2020, until June 2021, I was in limbo. My account never changed. Two extensions were signed into law during this time, and I couldn't access any of it. If you read my above post of how I got through to the EDD, which finally resolved my issue, you'll get the idea of how long I was waiting and how I finally go through. I couldn't get a hold of anyone at EDD for the longest time, and when I finally did, they couldn't figure out why my account was like that. I couldn't get a new benefit date because I had no option to refile, like numerous others. The EDD finally fixed their computer system, I believe this was in April 2021, so I was able to file for a new claim. However, my account remained unchanged. It wasn't until I used that service that I described above your comment on this thread that I was able to speak to a live person and she fixed my account for me. Otherwise, I would still be waiting. I'm current now, but I cannot fathom how mismanaged the EDD was/is. If I didn't have any savings, I would've been out on the street. And because of my experience, I find it very hard to believe that the EDD paid out (one article stated the amount was $200-billion) in fraudulent claims. I hope you get resolution soon, but I'm almost certain that you'll have to talk to someone who can access your account to find out what's going on.

I believe you would still certify for those weeks that you were doing the internship and you‘d answer the question “did you earn any money whether or not you were paid?” With a “yes” answer. That should open up other questions for you to answer, which I would assume be about how much, where and what type of job it was and whether or not it is a permanent or temporary position. If the stipend you received from the internship gets reported to the IRS and you don’t disclose this info when you certify for those weeks, the EDD might terminate your claim for withholding information about earnings. Always disclose any info about jobs, schools, internships etc., especially if you’re getting paid (no matter how small the amount) , to the EDD when you certify for those weeks ( unless you’re getting paid under the table). Because the EDD and the IRS are linked up and connected to each of us by our social security numbers, the EDD already knows how much you’ve earned at a job, how long you worked there etc., (as long as that income is being reported to the IRS, which is has to be in order to qualify for UI— even in the case of PUA because of COVID those independent contractors still had to file a tax return the previous year to prove what they’re income is/was) which is why you should tell them . More than likely they won’t pay you UI for those weeks that you made money at the internship and will restart your payments when you certify and tell them you’ve made no money during those weeks.

You'll probably have to call but this is what's supposed to happen to PUA recipients: once the money runs to zero your account is supposed to kick in to the next extension, which will be either the second or third depending on when the money ran out. If it was in May my guess is that you were on the second extension because (although take this with a grain of salt because there's a difference between people who are on PUA and people who are on PEUC so I don't know what the qualifications are for each extension) the third one runs until September 2021. In fact I think the PUA goes beyond Sept but you can find that calendar on the EDD website. I do know, unless they changed the rules again, but PUA people didn't have to reapply if their benefit year expired. Again, because I'm on PEUC it might be different for you but the extensions (the Federal Extensions that were signed into law by President/Congress) had 3 phases that began with the CARES act, Trump signed the second one in December, and then Biden created the third one in March, and those extensions were for people who exhausted their benefits (meaning having a zero balance), so you should still be getting benefits from those extensions regardless of the zero balance. When you say "rollover" what does that mean? Were you receiving PUA and the rollover was an extension or did you have a regular claim that was rolled over into an PUA claim? If you had a regular PUA claim (by that I mean not an extension, it gets confusing because of the verbiage from the EDD website but a regular UI --Unemployment Insurance-- claim is a straight up claim, whereas the PUA claim allowed people who wouldn't normally qualify for a regular UI claim, file a claim. So you can have a PUA claim and not be on an extension just yet) that your account says has a zero balance then you might have to wait because they have this system where it "automatically" is supposed to transfer your account to one of the extensions, but it's anything but automatic! AS you can see our PEUC was going to "automatically" be transferred and it didn't. But the best bet would be to try and call them or write an email from your UI account (they really don't answer that either) to find out what's going on. But the point is that even though you have reached a "Zero Balance" you are still entitled to get UI because of the Federal extensions.

Hi Everyone, Sorry I haven't updated since the last time. So here's what happened I updated my benefit year because it expired. Kevin, I think your benefit year is still valid until 07/2021 so that's why it won't let you put in a new claim. It should allow you next month. After I did my thing absolutely NOTHING happened. I waited and waited and my account showed nothing (it was still the same), I even did the id me thing to get that out of the way. So that's why I didn't update because I had no news to give. Waited and waited. Last week my friend who is also on UI but he has a regular claim was also in limbo. He called me up to tell me about this service called "Claimyr" that helped him get through to a live person at EDD and they straightened his problem right away and he was able to certify again and his benefits restarted. I never heard of this app/company so I waited a few days before I tried it and I think it was last Wed I decided to give it a try. I have no idea how he found out about it but here's the deal: they charge you $20 and they make the phone call to the EDD (I'm sure it's a computer that's calling and not a person) and once they get to the point where you are finally on hold to speak to a rep, the app will call your phone back and you wait on hold. So I did that about 11 am on Wednesday, I didn't think much of it, and about 3-ish my phone rang back and I was on hold for a rep. I waited on hold for about 40-minutes and finally I spoke to a rep. She fixed my account so that I was able to certify for the second extension for PEUC, which runs from 12/27/20 - 03/12/21 (approximately I don't have the exact dates before me) for 11-weeks. She told me it could take about 5-7 days to kick in so I should get a text that says my UI account has been updated and I'll be able to certify then. So I got the text a couple of days ago, but I was busy with other stuff so I didn't go onto my account right away. I finally did that tonight and I was able to certify for the back dates starting from Dec 2020. for the 11-weeks. What's interesting is that the job search record was not needed, even though you check "I looked for work," like before. Now my account hasn't automatically transferred me to the third extension of PEUC, which started on 03/13/21 or whatever the following week was when the second extension ran out, and this is the current one which will run until either the beginning or middle of September 2021. The rep did tell me that I might have to call back to get that third extension activated, so I anticipated this. I also asked why my account was in limbo like that and she said that it was strange because every week or every 2 weeks the system goes through the entire claims to see who is due for what and for some reason my account was being skipped over and the only thing she could think of was because my account was basically inactive since the first PEUC extension payout in August 2020, but she wasn't sure. I'm not exhaling just yet until the money is in my account. BTW, when I resubmitted my application for the new benefit year for some reason they sent me a new debit card, which I didn't request and the expiration date on the first card was still good until 2023. I'm guessing that everything is the same as far as my pin number is concerned because I had no option to create a pin # like the first time. Maybe they did it just because they thought the original card was set to expire, who knows? It's better to go to their Facebook or Instagram page for detailed information as to who they are (a company based in San Francsico), what they do, how they do it, and what the process is. So like I said before the way I did it was my friend sent me the link. I clicked on it when I was ready (I didn't even research the company because my friend has no reason to lie about this and if it was a scam he wouldn't have been able to certify and get his money), I put in my cell phone number and credit card info (it costs $20 and this is for each time you use the service, but if the call drops or disconnects or some other event happens you don't have to pay again. The next payment would be if you have to do a new call on a different day or in the future). I don't remember if I put in my zip code associated with my UI account but maybe I did, and then the app says that the process will start and as soon as they get through I'll receive a phone call back at the phone number provided and to answer it because it might say this is a potential robo call but answer all calls coming in on that day, so a few hours later I got the call and it did say "potential spam caller," and I did remain on hold for 40-minutes before I spoke to someone (so you still have to wait). After I was through with the EDD call, Claimyr automatically sent me a text message to see if my issue was resolved, if the call was dropped, if they hung up, or if any issues came up. But none happened to me (thankfully). My friend did tell me when he used it he was on hold and the call disconnected after awhile but Claimyr sent the same follow up message and he put in that he was disconnected and the app said it will try again. Because it was so close to the end of the day, the app sent another message saying it would try again the first thing in the morning and he'll get the call back once it gets through and that's what happened. I'll update again when the money is in my account and I'll wait a week to see if my account kicks over to the third extension, if not I'll use that app again because it was way better than trying on my own.

The payment going down could be because they switched you from one type of claim to another (PUA to PEUC). . You didn't say if you were just getting benefits on a regular UI claim or if it was part of the Federal extensions. You should get the 3 weeks that you certified for and they should pay you retroactively (so if there was the extra $300 a week on UI claims during that period the EDD will honor that). I don't know when that will be. Did you actually qualify for a new claim? That could explain a lot. If you didn't then I don't know why they sent you a new bank card was the other one locked? They didn't mention any of this. From what I understand we file a new claim because we need a new benefit year. For some reason the system will apply for a new UI claim, which more than likely will be rejected and then you get the denial letter and a $0 balance. From that point the EDD is supposed to restart your previous extension (in my case PEUC and it should pick up either on the 2nd or 3rd extension depending on when you last got benefits). The link on the bottom to the EDD explains if you are moved from one category to another and why the benefit amount might change. I would definitely try and call them first, unless you can determine that this is in fact a new UI claim because certifying by mail is hazardous : if they don't get the paper work for whatever reason ( maybe the USPS is slow or the mail is lost or something) they'll not pay for those weeks.. https://edd.ca.gov/about_edd/coronavirus-2019/faqs.htm
